La gestión se instala en la Ley, ¿Qué significa tal paternidad? ¿Cómo se manifiesta? ¿Qué reproduce la Ley en el ámbito de la gestión? Hablamos de la política dentro de los parámetros actuales, es decir, no desde la utopía sino de aquello que nos toca aceptar simplemente porque no tenemos más, se resume entre lo malo y lo menos malo, o entre lo peor y lo inaceptable.
