Abstract
The research carries out a theoretical study on the historical path of Special Education in the province of Cañar. To do this, it starts from a political and social contextualization of Latin America from the second half of the 20th century to the present, and within them educational policies. In this same logic, a study is carried out in Ecuador, emphasizing the attention to the population of people with disabilities, considered as a vulnerable group traditionally excluded. The research reflects the transition from social recogniti on to its attention to the guarantees necessary to exercise their rights, all detailed through the historical-logical method, with the purpose of contemplating the emergence and development of Special Education, from the broad influential socio-political context of Latin America, going through the analysis of national regulations and programs, until specifying the origin and historical journey of the Special Education institutions in the province of Cañar. The theoretical study proposes to contribute with a compilation of information necessary to understand the barriers still present in this educational field and to reflect on the intervention of the teaching professional in this area, formed from an inclusive practical approach.
