Abstract
The research considers a period of time, from the second half of the 20th century to the present. It reflects the transition from the social recognition of the population of people with disabilities, a traditionally excluded group, to the attention of guarantees necessary to exercise their rights, all detailed through the historical-logical method, in order to contemplate the emergence and development of Special Education, from the broad influential socio-political context of Latin America, through the analysis of national regulations and programs, to specify the origin and historical path of Special Education institutions at Cañar province. The theoretical study proposes to contribute with a compilation of information necessary to understand the barriers still present in this educational field, and to reflect on the intervention of the teaching professional in this area, formed from an inclusive practical approach. Educational experiences regarding specialized education respond to regulations determined from international perspectives, which, many times, do not corresponding to local realities, where the diversity of the student and professional population influences educational processes.
