Abstract

This study analyzes the application of IBE in scenarios where the sociocultural situation is characterized by vagueness or shortcomings that are saved by political will. The case study is the UECIB Cacique Tumbalá, located in Engabao town of Playas city. The educational establishment works with the Intercultural Bilingual Education System, adopting an IBE educational model of the indigenous communities of the highland. First, the context of the Engabao commune and its educational proposal is delimited, then, the socio-cultural and identity elements that characterize the population are analyzed. The population is in a process of ethnogenesis, understood as a process of reconfiguration and cultural appropriation that tends to the establishment of new ethnic identities. For this reason, they put the IBE system and the elements of the MOSEIB at their own service, in order to develop intercultural competencies and generate a management model for the operation of the IBE in a context of “cultural fragility”. This reflection concludes with the need to analyze the IBE system, to the educational system, with the local people could work in the formation of the citizens and also, recovery the ancestral knowledge.

Description

En este estudio se analiza la aplicación de la EIB en escenarios donde la situación sociocultural se caracteriza por indefiniciones o carencias que son salvadas por voluntad política. El caso de estudio es la UECIB Cacique Tumbalá, ubicada en la comuna Engabao, del cantón Playas. El centro educativo funciona con el Sistema de Educación Intercultural Bilingüe (SEIB), adoptando un modelo educativo EIB de las comunidades indígenas de la sierra. Primero se delimita el contexto de la comuna Engabao y de su propuesta educativa, para luegoanalizar los elementos socio-culturales e identitarios que caracterizan a la población. La cual se encuentra en un proceso de etnogénesis, entendido éste, como un proceso de reconfiguración y apropiación cultural que tiende a la conformación de nuevas identidades étnicas. Razón por la cual, ponen a su servicio el SEIB y los elementos del MOSEIB, con el fin de desarrollar competencias interculturales y generar un modelo de gestión para la operativización de la EIB en un contexto de “fragilidad cultural”. Esta reflexión concluye la necesidad de analizar el SEIB, con el fin de que el sistema educativo además de encargarse la formación de la ciudadanía, también trabaje conjuntamente con los pueblos para la recuperación de los saberes ancestrales.
