Abstract
This study analyzes the application of IBE in scenarios where the sociocultural situation is characterized by vagueness or shortcomings that are saved by political will. The case study is the UECIB Cacique Tumbalá, located in Engabao town of Playas city. The educational establishment works with the Intercultural Bilingual Education System, adopting an IBE educational model of the indigenous communities of the highland. First, the context of the Engabao commune and its educational proposal is delimited, then, the socio-cultural and identity elements that characterize the population are analyzed. The population is in a process of ethnogenesis, understood as a process of reconfiguration and cultural appropriation that tends to the establishment of new ethnic identities. For this reason, they put the IBE system and the elements of the MOSEIB at their own service, in order to develop intercultural competencies and generate a management model for the operation of the IBE in a context of “cultural fragility”. This reflection concludes with the need to analyze the IBE system, to the educational system, with the local people could work in the formation of the citizens and also, recovery the ancestral knowledge.
