Abstract
This research focuses on the way to execute training processes on citizen participation rights, with a focus on rural areas of the province of Cañar that have limited connectivity. For this purpose, a virtual learning environment has been developed. The research is qualitative, utilizing information obtained from a survey of a representative sample of the rural population of the province of Cañar regarding their knowledge on citizen participation topics. General perceptions are gathered through the validation of a pilot virtual learning environment, followed by a focus group, and finally, interviews are conducted with community leaders to assess their overall perception of the process. The virtual environment was developed with pedagogical consistency, aimed at promoting meaningful learning for adult citizens outside the formal education system and in rural territorial spaces, based on the ADDIE instructional design. The results confirm the relevance of using virtual learning environments for training in participation rights, tailored to the characteristics of the rural population of the province of Cañar and their learning possibilities within the community context.
